Summary of the Role
The Procurement Manager is expected to have in-depth knowledge of procurement best practice. This role will work within the Finance department and the wider business units to ensure compliance with the Institute’s procurement & third-party risk policy. This role will also have responsibility for several procurement categories and will act as a buyer for these areas.
This is a key role in driving the adherence to procurement and third-party risk policy by advising on the key control checks in internal systems and managing the reporting process to track compliance. The successful candidate will report directly to the Finance Director and will be the primary point of contact for all matters relating to procurement.
Key responsibilities
Purchasing
- Manages various procurement categories including strategic sourcing and procurement, supplier selection and negotiations, contract management.
- Supports the business unit with negotiation of contracts with suppliers, ensuring terms are in line with company policies and regulations.
- Perform annual profiling or analysis of direct and indirect procurement to identify opportunities for further standardisation, economies of scale and consolidation of buying practices.
- Support the inclusion of sustainable and green practices.
Compliance
- Implement procurement policies and procedures.
- Collaborate with cross-functional teams, including operations, finance, and legal, to align procurement activities with overall business objectives.
- Maintain and update Approved Supplier List (ASL) (ensuring correct record of supplier’s VAT status), and contract register. Ensure that same are readily accessible to all staff that have procurement responsibilities.
- Familiar with VAT regulations and understands the impact of VAT on supplier quotes, domestic and foreign.
- Drafting of applicable procurement documents.
- On an ad hoc basis assess compliance with CAI’s Delegation of Authority.
- Regularly reviewing and updating policies, procedures, and guidelines.
Vendor Management
- Support the service owners in their vendor management process and report on compliance of these activities.
- 3rd party risk management.
- Support the service owners to assess potential risks in the supply chain and support the development of strategies for risk mitigation.
Guidance & Training
- Provide advice and direction on procurement matters to business units.
- Provide procurement training to the business.
- Assist the business units in their preparation of specifications/ requirements for requests for quotations or tender proposals.
Subject Matter Expertise
- Acting as the procurement advisor on relevant project steering committees.
- Participate in specialised projects and assignments related to procurement, as required.
- Develop supply chain analysis.
Required Competencies
- Good analytical ability, with a logical approach to problem solving and sound judgement.
- Strong negotiation and contract management skills.
- In-depth understanding of procurement best practices, market dynamics, and industry trends.
- Ability to prioritize workload and deliver objectives.
- Excellent Word, Excel, and PowerPoint skills.
- Attention to detail and comfortable following procedures.
- Excellent verbal and written communication skills
- Strong relationship and customer service skills.
- Presentations skills.
Personal profile
- Bachelor’s degree in business, Supply Chain Management, or a related field.
- 3-5 years’ experience in a similar procurement role.
- Experience communicating and working with vendors.
- Understanding of VAT rates and regulations is preferable.
- A high degree of experience of translating procurement policy into practical, operational solutions that can be understood and acted on by the various parts of the business.
- Ability to work with and across multi-disciplinary teams whilst maintaining independence.
- Ability to constructively challenge and find pragmatic solutions suited to an organisation of our size.
- Comfortable working both as a self-starter and as part of a wider team.
- Ability to build and maintain relationships and confident interacting with multiple buyers/business units.
- Systematic thinker – proactive in their approach to analysing problems, organising work, and planning in a fast-paced environment.
- Strong Knowledge of MS Office 365 suite.
